If a file is in use by system, you cannot replace the file. But you still can rename it. Do as follows.
Rename <filename>.dll to i.e. <filename>.old then you can copy the new file to directory. Restart computer, and the new file will be loaded.

This issues is caused by a Microsoft\'s update.
You must uninstall the Microsoft\'s update KB925902.
If it\'s still doesn\'t work, install the update KB935448.
