went back to far on system restore and now have no start menu and files seem to have been changed and keeps coming up with browseui.dll not found

I went back to far on my on restore, I have no icons or start menu. when i try to bring up anything, it tells me BROWSEUI.dll file needs to be reinstalled. thanks
